Final Evaluator for the Informal Participatory Education on Holocaust (IPEH) project

We are looking for an independent professional with relevant experience to evaluate the project and its results in terms of effectivity and sustainability. Timeframe: 25 working hours. Outcome: Evaluation report in English.

Background of the project

The aim of the IPEH project is to involve young people in innovative and creative ways of remembrance of the Holocaust (including Sinti/Roma and LGBT victims) focused on local aspects and stories of victims, bringing personalised and participatory learning experience on platforms they prefer, thus making young people agents of change in their environments by tapping the potential of the online sphere and bringing education activities to larger target audiences.
The primary target group are youngsters aged 14 -19 in Hungary and Slovakia, countries with a history of complicity in the Holocaust and with rising support for neonazi parties. Secondary target groups are Germans and Europeans of the same age group that are largely uninformed about the victims and consequences of the NS regime policies and actions in these countries.
As a result of the project activities young people will not only actively learn but creatively participate in researching and imagining lives of the victims. Through user generated content on social media they will act also as multipliers among their peers and as a consequence, promote a culture of non-tolerance towards antisemitism, antigypsyism, homophobia, Holocaust denialism and historical revisionism amongst young people.

Evaluation framework

The project objectives are designed to be measurable with specific key performance indicators. Measurable and meaningful KPIs are defined for all project activities and important aspects. Throughout the lifecycle of the project, we will monitor these and adjust the strategy if we are at risk of missing the set targets. This will be done on a regular basis such as testing different types of communication online (posts, infographics, Instastories, etc.) and see how their promotion helps with attracting young people.

The social media metrics allow for quantitative and qualitative monitoring and evaluation.

Quantitatively – on the level of numbers, likes, shares, comments, disaggregated by gender and geographically to give us a clear picture of the reach of the project actions.

Qualitatively – the nature of comments under the posts, whether the content is shared and appreciated by influential personalities or organizations for young people, whether it is appreciated and shared by Jewish, LGBT and Sinti/Roma communities and representatives, by education institutions or entities who actively encourage youngsters to take part.

Key tasks

  • Read all project materials and review feedback from project participants and partners (mainly publications, social media products, monitoring documentation, campaign material and user generated content).
  • Interview a representative sample of the project participants (benefactors) in their native language (Hungarian, Slovak).
  • Hold discussions regarding project implementation, results and impact with HRI and partner staff (in English or native language).

Please note: The evaluator is tasked with handling issues related to hate speech, security, and other relevant matters aswell.

Experience and expertise required

  • Extensive knowledge of and experience in Holocaust education, antisemitism, formal and informal HRE.
  • Good knowledge of Hungarian and/or Slovak including political, social, legal, media context, particularly with regards to the topic of the project.
  • Ability to speak, read and write fluently in English.
  • Ability to speak, read and write Hungarian and/or Slovak at a good level is desirable.

The evaluator will need to be independent of HRI and its partner organizations, its donors, the beneficiaries and will need to demonstrate that no perceived or actual conflict of interest would arise during the evaluation.

The evaluator will need to be able to demonstrate the ability to gain the trust of the partner organizations and beneficiaries targeted in this project.

Report submission, timetable, and budget

The evaluator will start working before the project ends but some data will only be available after the project has closed (December 31st 2024).

  • The evaluation should be carried out between December 9th 2024 and January 20th 2025
  • A draft evaluation report should be submitted no later than January 27th 2025. A final report must be submitted no later than February 10th 2025.

Budget: Gross 2000 EUR (including applicable taxes, contributions, or Slovak VAT depending on the applicant’s status, travel costs etc.).
The budget includes evaluators’ fees, travel, communication, and all other related costs.
